How to create receipt deliveries for lines that have a routing type of "Inspection Required"

Summary:

We have all expense type POs, and want to leverage the Receipt Deliveries functionality to auto create delivery transactions once the PO lines have been received. This is working fine for PO lines with receipt routing of "Direct Delivery". However, we have some lines that require inspection after receipt. So we set the routing at the schedule level to "Inspection Required", and once the PO is approved, we receive and inspect that line.
