Despite enabling override of duration, we still cannot override when we submit an absence on Holiday

Summary:

We have employees who are allowed to submit absences on Public Holidays or static holidays due to how their schedule and their ways of working are structured.

When have enabled the Override duration option for the absence type they are eligible to but despite doing that, when we submit the absence on a Stat holiday/ Public holiday it does not let the admin change the duration.
