Update Report Pack via EPMAutomate

I’m looking for advice on whether this is possible and what the best approach would be.

We frequently add new entity members, and each time we need to create a corresponding report package. Since all report packages share the same reports and layout, the process is straightforward: we copy a template report package and then update the following:

• Name and description
• Variable name and value (to point to the new entity member)
• Access permissions for the report package
• Groups assigned to the author phase of each doclet

I’d like to automate this process, but I haven’t found any EPM Automate commands that allow updating these elements. I considered downloading the template report package, modifying the XML, and re-uploading it, but the exported file appears to be encrypted.
