How to create a user defined hierarchy for Planner_Codes in tables?

Summary:

Requirement is to filter by Planner & Item within a table. Planner_Codes are tied to an item at the item level. I create a user defined hierarchy for Planner Codes and loaded it with the 8 planner codes I am using. However, I am unable to see the user defined hierarchy when I configure a table. Any ideas?

I do not want to use measure filter, as then I would only be able to filter by different planner when editing table
