Item image not flowing to child orgs at the time of conversion when item rules enabled

We have around 660 inventory orgs. At the time of conversion, item is created at Item master, image is added (enabled shared and primary), and item rules are enabled for org assignment. So whenever we create item at master, parallelly org assignment is being done. So item image doesn't flow to child orgs. We have around 4.5k item assigned to 660 orgs, item attachment through FBDI results into 3 million records, which is very cumbersome and time taking process. This item image is important for RSSP functionality.

Is there any way where we can enable image attribute to master or so? or any other workaround?
