Commitment Counts greater than 2 service providers not working as expected

Summary:

We have a number of lanes where we have configured Commitment Counts along with Commitment Allocations. The 'Counts' are applying appropriately over the 'Allocations' when there are 2 or less service providers applied to the 'Counts'. Any more than 2 service providers applied to the 'Counts', the 'Allocations' are taking precedence for some reason and the 'Counts' are not being honored.

Does anyone have any insight as to why this might be happening or aware of any additional configuration that is needed?
