Location is not synchronizing when doing the Change Assignment action

Based on my testing and analysis, I have observed the following behavior:

When the department and position have different locations—for example, the department’s location is Environmental Services while the position’s location is Environmental Protection Wastewater Treatment Plant—and a Change Assignment action is performed for an employee whose current location is Environmental Protection Wastewater Treatment Plant, the system defaults the department’s location for that employee.
In other words, after performing the Change Assignment action, the employee’s location changes from Environmental Protection Wastewater Treatment Plant to Environmental Services.
