OTM Csvdataload via external xml tranmission

Summary:

Team we are planning to adjust allocations or line d cost as the customs charges related allocations are not proper and available OTM allocation profile cannot satisfy some of our key requirement as few of the data is maintained by Carriers. We wanted to provide an option for Carriers to adjust the cost. We tried using Rest API for allocations, but we need to trigger the rest API for each and every OR Line and we have more than 5000 OR Lines.
