Are Shell roles created in Fusion copied to OCI IAM?

We are trying to use a “shell” or “dummy” role in Fusion to make it easier to group job roles that are mapped to FDI Application Roles. Do shell roles get copied over to OCI though for eventual mapping within FDI? Getting mixed answers from “experts”.
