Search for BOM and Routing solution in Fusion

We are using Oracle EBS and need to migrate to Oracle Fusion.
After studied, we found there are many differences for BOM and Routing between EBS and Fusion, it's hard to meet our business process as in EBS. We want to get a official solution which can meet our business process for BOM and Routing in Fusion.
Our business process in EBS as below:

Item creation/change:

  1. Engineering create M-item directly.
  2. Engineering change M-item directly.

E-BOM creation/change:

  1. Engineering create E-BOM in EBS directly or import E-BOM from PLM.
  2. Engineering change E-BOM in EBS directly or import the updated E-BOM from PLM.
