Integrating SCM between EBS and OIC using OIC

I want to create a link between these two ERPs for SCM. The issue is some data persists in EBS which is not created in Fusion, so what my team does is that it uses FBDI to populate the sheets create CSV files then zip then upload them to get planning done. Now I wish to bypass this, now since they don't create orgs or things so I don't think I can use REST APIs for this job (or can I correct me if I am wrong). I was thinking to use same technique using FBDI but with OIC. I
