Need Ad Hoc Discounts/ Taxes entry at Sales Order Header

We have a requirement, where business wants to have a functionality to enter Ad Hoc Taxes / Discount amounts at Header Level. Discounts at Line Level are already configured and working fine. Similarly Taxes are applying automatically as per Tax rate. Based on Customer history, Business wants to give some Ad Hoc type Discount at header level just before Order Submission for processing, also have a requirement to enter Ad Hoc Taxes at Header Level.

Need your help to achieve this functionality.
