Unable to see accessorial codes newly created in non Admin user roles

Summary:

I am creating new accessorial codes in system; However, they are visible only in admin roles.

Content (please ensure you mask any confidential information):

Newly created accessorial codes are not seen in the user roles other than admin. Other codes created similarly earlier(same domain) are visible.Even new accessorial codes created in PUBLIC domain are not visible. I do not see restriction related to accessorial codes in VPD either. Any other possible reason that can cause this?
