Classification Agent in Service Request Resolution Workflow Agent fails

The Agent fails to respond with a 403 error. I assume this is because the Workflow Agent is unable to find the Classification Agent. When I try to set the Agent in this step to the Service Request triage agent, I am unable to select any of the Service Request Agents.

Has anyone enabled these Agents for Helpdesk or HR Helpdesk?
