API Call to Initiate a PO Change Request on an Open Purchase Order

Trying to identify the correct API call(s) needing to be made to initiate a purchase order change request to update purchase order schedule promised delivery date. I have tried various combinations of the draftPurchaseOrders and purchaseOrders services but I am obviously not understanding what Oracle is expecting because all of my attempts have failed.
