Raw cost has budget assigned at the resource level, but the Cost Budget is showing as 0

After the project budget is assigned at the resource level and baselined the amount is showing up as Cost Budget = 0 but has the raw cost assigned at the resource level

Also it is 0 at the "Manage Project Budget Overview page"
