Can an FBDI be used to add keywords to existing awards?

From my revision of the documentation, I am not clear if FBDI can be used to add additional keywords to existing awards. Has anybody used Award FBDI to add keywords to existing awards?

My institution has decided to add new keywords. These keywords will have to be added to several hundred awards. In order to facilitate the process, I am looking into the possibility of using an FBDI. Can the existing FBDI be used to add new keywords to existing awards.
