Service Admin cannot see Report Packages in Smart View

This is kinda silly, but I can't figure it out.

I have a fellow service admin to Narrative Reporting who cannot see Reporting Packages in SV.

He is on the NR Extension 25.09. After a Smart View reinstall, he is still unable to update to 25.10 (gets a manifest error).

Regardless, as service admin, I would expect he should see all artifacts in SV. I am also able to see everything, both on 25.09 and after updating to 25.10.

Any thoughts on what I'm missing here?
