Send Object action missing in Commercialization Change Order- expected behavior or privilege/setup?

Summary:
In Oracle Fusion Product Development, we see “Send Object” available under the Actions dropdown for ECO and Change Request. However, the same “Send Object” action is not available for Commercialization Change Order (CCO).

Can you please confirm:

1. Is this expected behavior by design (i.e., “Send Object” is supported only for ECOs/Change Requests and not for CCOs)?
2. If it should be available for CCO, is this typically controlled by a specific privilege / duty role / functional security setting that might be missing?
