Is there any FBDI, REST API, SOAP web service or any other available to create item cost profile?

In our case, items have different categories (in the Costing functional area catalog) at Item Master and inventory org levels. As per the standard functionality system checks Cost Category at item master org level to create Item cost profile for the item. We want system to check the cost category at Inv Org level for the item to create item cost profile.

Hence, we have thought of a workaround to create item cost profiles manually using scheduled integration. The scheduled integration will pick up the items for which the cost profile is not available and create a cost profile.
