How can we burden cost for work order labor costs based on the employee's home department?

Manufacturing work orders are entered to a project which includes both labor and material costs. Based on my conversations with the Manufacturing team, when entering the POET, the expenditure organization defaults from the manufacturing plant. When the work order is costed in Cost Management and interfaced to Projects, the expenditure organization includes the "plant". The client's requirement is to generate burden costs based on the employee's home department. Since burden costs setups are based on the expenditure organization, I do not see a standard method to generate burden cost based on the employee home department.

In my example, the 'Labor Resource Cost' transaction includes the expenditure organization which defaults from the manufacturing plant. The employee name is also referenced. Is there a method to generate burden costs based on the employee's home department with the manufacturing plant as the expenditure organization?
