ORA-00907 Error when creating Progression Grade Ladder with an apostrophe in the name

Summary:

We are receiving error code ORA-00907: missing right parenthesis when we try to create a Progressive Grade Ladder name with an apostrophe in the name.
This is occurring in both PROD and DEV. We can create the name without the apostrophe. We have previously created multiple progressive grade ladders
with the apostrophe. I am guessing this is a result of 25D ??? Has anyone else experienced this issue?
