Need inputs on the Headcount field

We created a pending worker  through the rest API but we didn't load work measures. We converted the pending worker to employee manually. We don't have a position setup.

For this employee current assignment is primary as well as primary work relationship. In the application Headcount is showing as "0" and FTE is showing as "1".

Need inputs how the Headcount value will be populated in employment.
