Requirement from Customer for updating the Seniority dates for Local Transfer Employees,facing issue

Scenario 1-

Union Seniority Date should retain prior Union Seniority Date if transfer back within 90 days into AFSCME; use the following actions to determine the number of days out of the union: Employee Transfer to a non-AFSCME job at UCMC

 Employee Transfers back to AFSCME at UCMC

 - Demotion, Job Change, Location Change, Promotion, Transfer

Scenario 2-

Union Seniority Date should resets to the Effective Date of the action(s) below if transfer back after 90 days into AFSCME; use the following actions to determine the number of days out of the union: Employee Transfer to a non-AFSCME job at UCMC
