How to set minimum character limit for DFF in responsive

Summary:

We are still using responsive page and have a requirement to have users enter a minimum of 3 characters when updating a DFF. The value set parameters allow you to set a max length, minimum value, maximum value but no minimum length. An additional requirement is to prevent the expiration date from being before the issue date.
