Validation type for Individuals with Cedula in Ecuador

In Oracle official documentation, we have 3 Validation types for Ecuador.

For individuals, there is only 'ORA_EC_RUC:INDIVIDUAL'. This validates number to have 13 digits, as this is the requirement for RUC number.
But there are individuals with no RUC number, they have a Cedula number instead, and it has 10 digits.
Si, If we create tax registration for individual with cedula number, and validation type ORA_EC_RUC:INDIVIDUAL, we get an error, as number does not have 13 digits.
