No person results returned when adding person selection criteria on SPL

I have previously raised this question and the below guidance was provided, however, I have just been checking and this no longer seems to work:

For the admin user account, add these roles:

• Use REST Service - Learning Record Searches by Administrator
• ORA_WLF_MANAGE_ALL_DIGITAL_LEARNING
• ORA_WLF_MANAGE_ALL_LEARNING_ORGANIZATIONS

2. For the admin user account, add these new functional privileges for defining learning audiences:

• Select Learning Audience by Analysis
• Select Learning Audience by Filtered List

3. Configure the Person Security Policy to View All People.

When creating a private SPL item, using the selection criteria for 'Person', no results are found. We are aware that we need to enter 3 characters to retrieve results.
