Restrict certain user-person-type employees in Connections using the Public Person Security Profile

We need to ensure that employees on Garden Leave are restricted within ESS → Connections. To achieve this, we created a custom “XYZ Employee” Public Person Security Profile that includes the relevant user person types(following listed user person types) while explicitly excluding the Garden Leave person type. However, despite this configuration, Garden Leave employees are still searchable in Connections. The requirement is that these employees must be fully restricted from appearing in search results. We need guidance on how to achieve this requirement. TIA
