How can we restrict the BI Role Report and Analytics Security

We would like to restrict the BI Consumer Role and BI Author Role to many folder under Report and Analytics Security.

As many HR / Absence / Performance Representative Job Role has BI Consumer Role and BI Author Role being included, so they can access all folder in the Report and Analytics.

After that, someone suggested we create a Custom Report Role, and granted the select folder to this custom role.

However, we found that even we granted that access, the user still cannot use the Custom Notification Template until we granted the back the BI Author and BI Consumer

Therefore, does anyone have experience whether the only BI standard security role can be granted and used for Workflow Notification under Custom Folder.
