VBS Migration Query with User Account Only

Hi All,

We want to migrate the changes from lower PODs to production environment. Currently our user accounts have active person record with necessary access to access VBS and publish changes in lower PODs, however in Production we will not have Person records, and we will only have users accounts created in security console which will be later made inactive/deleted.

Can you please assist on how we should approach for moving changes into Production. Can we publish the changes with user accounts only (no person records).

What is the best practice we should be following to migrate these changes into Production in this case.
