Attachment Section not getting Mandatory in Performance Document

Summary:

I notice the fields for attachment are visible in the VB and we are able to mark them required as well on Vb using the business rule. While the above is done still the attachment section is not becoming mandatory and the PD gets submitted without attachment.

Am i missing something or this is expected functionality.
