How to create a custom AI Agent via copying pre-built agent template

in Oracle AI for Fusion Applications

Hi Experts

We are on 25D.

I am trying to create a custom agent by copying pre-built "Pay Analyst" agent template in Agent Studio.

But here, I cannot add any new tool to it. "+" button is coming disabled. Also, there is a red circle in the corner. When I click on it, I get following message:

You can't add or remove tools and topics for this agent

Appreciate, any insight on it. How to add tools to this custom agent.
