Unable disable section wise rating in performance evaluation page using VBCS

Summary:

Hi Experts , We have a requirement on both self-evaluation and manager page, The development goals not assigned to the employees during goal setting process and the development section rating is not editable for the employee/managers during performance evaluation. The HR team will calculate development section rating manually and upload the same using HDL. To achieve this, we have disabled the evaluation button of development section in responsive UI using page composer and the solution is working for the past 2 years.
