I am getting 403 error while executing an agent developed for Invoice on Holds

Summary:

I have developed a simple agent that can get me the list of all on hold invoices for a given period. However, while testing the agent, I am getting the error 403. What role am I missing with the user or what role should I add? At agent team level, I provided DS Agent Administrator role & tested and remove that & tested. I am getting same error when I checked. The Agent team rightly calls the correct agent which is linked to Tools that has a BO.
