savePerfGoalApproval API not creating a goal in draft

in HCM REST APIs

Summary:

Hi All,

So I'm using this API

/hcmRestApi/resources/11.13.18.05/performanceGoalsV2/action/savePerfGoalApproval

and it returns "200 OK" status but it doesn't reflect anything in the system. My assumption is that this will create a goal in draft mode and user needs to submit it. What is the supposed behavior here ?
