PR not created because of error The budget date isn't valid

Summary: Hi, we facing error in our oracle fusion.

we have a work order thats already released, but the PR not created yet because an error : "The budget date isn't valid. Either there's no control budget for the budget date period or the date doesn't fall in an open encumbrance accounting period."

we already ensure, the period on GL (Des-25) is open, the encumbrance period is open until 2026

and for the budget control is still in use

the manage supply line, we can see the error

what should we do?
