Lower precedence discount lists are ignored when no match is found in the first attribute-based DL

Summary:

When multiple attribute-based discount lists are assigned to the same strategy, if the first discount list does not match the order item, pricing does not evaluate the remaining discount lists.

For Example, 
A Strategy has two discount list assigned:

1. Baked Items Discount List - Precedence 1

ALL Items - Pricing UOM 'EA'

Rule Type: Attribute Pricing (Item Category)

2. Frozen Item Discount List - Precedence 2

ALL Items - Pricing UOM 'EA'

Rule Type: Attribute Pricing (Item Category)

If sales order is entered for a frozen item, then, it is expected that discount 'Frozen Item Discount List' will be applied but instead pricing ignores this discount list as none of the attribute based rule matches the orders item.
