Copy Quote and Eligibility Rules

Context: Inside sales need the ability to Quick Add specific SKUs.

Current solution: Add a new user group (GL Pilot) which will identify inside sales. Eligibility rule will display Quick Add parts to users with the user group.

Problem statement is with copy quote. There are some quotes where system does not allow inside sales to copy the quote.

Error: Could not copy transaction. The following part is no longer available: Part Number.

This is displayed for some quotes for users with (GL Pilot), not all quotes. The copy quote is behaving very inconsistently.

CPQ help document does not mention how eligibility rule behaves on Copy quote.
