Today we're using Inventory for inventory and shipping transactions, but we'll soon use an external WMS. Until now we're using the ship set functionality in order to avoid partial shipments.

Those ship sets are yet ignored when using the "Create Outbound Shipment Request" request. There's an option in the shipping parameters to restrain the WMS interfacing of the shipment lines if qty is not fully reserved, but this only works at LINE LEVEL.

Workaround solution would be to select "all lines without creating reservation" so that all lines are interfaced, and use a ship set equivalent feature in the WMS.
