Hide Legislative Info section on Create Absence Page

Summary:

We are trying to hide Hide the Legislative Info section on Create Absence Page, when we do this via VBS, it is working as expected if we only have one rule active, but when we have multiple rules active (legislative info section is hidden in all of them), the section header is visible. We took this to support but they redirected to CCC, hence posting it here.
