Enable functionality in Oracle ERP to generate externally accessible public links for contract attachment documents stored in Universal Content Management (UCM). These links should be retrievable via API and allow external users (e.g., Contract Board portal users) to access attachments directly without requiring multiple API calls or chunked data transfers.

Use Case and Business Need (Required):

Currently, transmitting large contract attachments (such as Contract Purchase Agreements and Blanket Purchase Agreements) from Oracle ERP to an external Contract Board involves retrieving documents in chunks through multiple API calls using Oracle Integration Cloud (OIC). This approach introduces significant challenges:
