Don't see business rule created by other users in same VBS project

Summary:

Hi Everyone,

I'm in same VBS project and business rules created by other users in same project are not visible to me

can you please let me know what is the reason behind and how to resolve this issue.
I also wanted to know if I did some changes in same project and publish the changes, does this action overwrites the existing changes in the project.
I want to know if I every be able to make changes and publish or always take help of users for whom business rules are visible.
