how to set different conditions for two sections of same template type in person profile

Summary:

In our Talent Profile (Person Profile - Skills and Qualifications) we have two sections that both use the Certification template. They each have different requirements for the conditions I need to set in the Configure Fields and Regions page of VBS.

Unfortunately it seems I can only see one Certification section in VBS. How do I get the second Certification section to show in VBS so that I can see how to set the different conditions on the additional section? Or how can I define the conditions to only be applicable to one section and not the other?
