cant remove TBH in EPBCS workforce application using power user access

Did anyone experienced this situation , power user cant remove TBH in workforce application , users were saying they were able to do it till 2025 early , now they cant remove TBH, admin can do it . If anyone experienced this issues , please let me know what is the solution for this !!
