Compensatory Plan Cash Disbursements returns zero value after approval

Summary:

Time in lieu Plan Compensatory Plan allows Cash Disbursements

Employee requests Cash Disbursements, the request goes for approval. The Approval notification displays the requested hours.

However, after approval, the Disbursement value is nullified, and the Disbursement request is shown as 'Denied'.

The expected result is to show in Absence the Disbursement equal to requested and approved hours, NOT ZERO.
