Bill-To Location Not Derived Correctly for Drop Ship PO

Hi, the user created a Sales Order from Order Management for drop ship. The order was created successfully, but when the user tried to create a drop ship PO from the sales order, the Bill-to location was not captured correctly; it captured a different location.
