Overtime triggered due to an absence does not move to payroll

Summary:

we have a requirement wherein we need to calculate OT based on the absence entered if it crossed a certain threshold like shown below. The code is in place 

the concern is that even though OT shows up in calculated time section in the timecard it is not actually getting transferred to Payroll (i.e. no element entry is getting created after the load time card batch process is run). It works fine if the OT is coming as a result of Regular pay then both regular pay and OT element entries get created. can you suggest a solution
