Add comment field or attachments when HR withdraws absence via absences and entitlements

Summary:

Currently, HR can withdraw absences via absences and entitlements screen for employees without having to add any comments or attachments. We need to have an option to either add a comment or an attachment for when the HR performs the withdrawal. This is not needed when employee initiates a withdrwal. Is there anyway this can be achieved?
