Oracle AI Assist for performance not working as expected

When using the AI Assist on top, it shows goals with error "Try AI Assist again when there's additional feedback or evaluation comments."

The AI Assist button on top explicitly says that you should use the button where comments have not been entered or edited - so its conflicting. When I put in a few words in the local section and use the goal level AI assist, it works.
