Create new field similar to SWH Override (GB) and use it in FTE calculation

Summary:

Hi Everyone,

We have a requirement to use standard working hours field but it is available only for LE=GB.
Eg if we enabled field SWH override it'll take precedence over assignment working hours for FTE calculation but this is only restricted to LE=GB and we want this functionality for other LE's.
Can you please let me know if it's possible to create a field similar to SWH (GB) and use it to calculate FTE.
